Donald Tighe

Donald Tighe is a Ph.D. candidate in international relations at the Virginia Tech School of Public and International Affairs. Within a broader focus on conflict resolution, reconciliation, and recovery, his current research targets foreign policy motivations and effectiveness impacts in third party mediation. Donald is also Vice President of External Affairs at In-Q-Tel, the independent non-for-profit strategic investment firm that identifies and advances mission-critical technology innovation to support the U.S. Intelligence Community. Other recent national security and international development work has included managing strategic communications for the Science & Technology directorate of the U.S. Department of Homeland Security and the Office of Science & Technology Policy in the Executive Office of the President, as well as for the U.S. Agency for International Development (USAID) and its Disaster Assistance Response Teams which included travel throughout Africa, the Middle East, and Europe. Donald has also traveled extensively as a travel writer, serving for five years as editor of Bicycle USA while communications director and a certified trainer for the nonprofit membership organization the League of American Bicyclists. This work included extensive organizing for group events, with recruitment of sponsors and management of corporate and government relations. He also serves on the steering committee of the nonprofit group Stout Hearts, which supports the Washington-Ireland Program for Service and Leadership, and is president of the Harvard Kennedy School Washington, D.C., Alumni Council. Donald holds a Masters in Public Administration from the Harvard Kennedy School, and a Bachelors in economics and political science from Duke University.

Kenn Roberts

Since graduating from college with bachelors in Zoology and Architecture, Kenn has carved out a career staying close to both his passions: health and the built environment. After serving in Viet Nam, first as an A Team Leader with Special Forces and then as an infantry commander with the 101st and receiving three Bronze Stars and the Air Medal, Kenn practiced architecture for over 35 years while serving his community and various non-profits; from scout leader to board member for Special Horizons; from mayor to board member of a local bank. Kenn has worked tirelessly to ensure his community and all those he comes in contact with are all they can be.

Jay Manty

Jay Manty is a retired Command Master Chief of SEAL Team Two. He served 26 years in the United States Navy both as a NAVY Deep Sea Diver and SEAL. Jay’s career encompasses work and leadership in direct action, training and technology applications. He has served in all theatres of the world on many assignments. He has led thousands of our nation’s finest warriors as a Platoon Chief, Command Master Chief of SEAL Team Two and Command Sergeant Major of a Joint Special Operations Task Force. He is qualified as a supervisor and instructor in all major core competencies of Special Operations warfare skill sets. Jay has been awarded the Meritorious Service Medal, Bronze Star and many other personal and unit awards. Jay is active in his community as well as volunteering his time to former service members in assisting them in their transition from active duty to the private sector. He has also been a volunteer with Operation Smile as a youth sponsor leading young volunteers overseas. Jay has been married for 23 years. His eldest son is a pre-law student at Old Dominion University and his youngest son is an honor student in elementary school.

Warren Soloduk

Warren, a founding board member for Rivers of Recovery, is a retired senior Military Reserve Officer, an executive with advanced technology companies and an entrepreneur who has been a leader in 3 start-up companies. Warren is currently serving as an executive at a Venture funded start-up that develops software and control systems to convert conventional piloted aircraft to operate as unmanned autonomous vehicles. During Warren’s military career with the US Coast Guard, he served with operational units that spanned the globe, and after Sept, 2001, was recalled to active duty to serve at the Pentagon in the Office of Homeland Defense as the senior CG representative. He then served in the Office of Strategic Operations at the National Counter Terrorism Center as the Senior DHS representative. Warren also served for over 10 years as a reservist supporting operational units throughout the U.S. As a senior executive with trans-oceanic fiber optic telecommunications and high technology companies, he has held many roles in manufacturing, industrial engineering, contracting, project management, business development, sales and marketing, and operations management. Warren is an entrepreneur who started his own telecommunications services company and who also ran business operations, including project management, contracting, business development, sales, and marketing for a technology startup that grew to over 130 employees with annual revenue approaching $100M. Warren served as a Director for Special Operations Programs for In-Q-Tel, which is the CIA's and DoD's strategic technology investment arm, specializing in identifying advanced and disruptive technologies that support US Intelligence Community missions. Warren is an avid adventure traveler and enjoys most forms of outdoor recreation including backpacking, mountain climbing, alpine and Nordic skiing and all forms of motorcycling. Warren also collects and restores antique vehicles.
